2.? I don't know what your budget is, but if your going to be doing heavy rendering and such, I would go with a dual processor, or a Intel Core 2-Duo processor would be nice too!

3. Name brand computers tend to come with a ton of pre-loaded software, most of it you don't need, and it will surely slow things down for you.? Keep that in mind.?

4.? Throw in a few high end Video Cards (PCI-Express setup with SLI) and you be jamming.? At least for a few weeks until new stuff comes out, making it all obsolete.?
Any Apple Mac (MacBook, MacBook Pro, iMac, Mac mini, Mac Pro are the current models) will come ready to make movies right out of the box. Literally. All you need to do is connect your video camera, import the footage, and launch iMovie (which is included on the Mac) and start editing your movie. In all seriousness, you can purchase a Mac, go home and import some footage, and have a complete edited video within hours (or sooner, depending on how much time you take to edit). Even if you don't have a camera, all models except the mini and Pro have cameras built-in, so you can start capturing footage right away for things like video diaries or podcasts. You cannot Save/Publish/Finish a Windows Movie Maker project as in FLV format.

I can only hope you mean adding effects from programs like Windows Movie Maker on a home video you imported into the program. If I am correct, yes... you can add basic effects (such as fades in, out, black and white, speed up, colour changes, slow down ect.) Otherwise, you need a more sophisticated editing program for special effects.
