The best way to do so is to spray some Windex onto a paper towel and get it damp (but not so wet that it is dripping) and wipe the screen with that. Spray the Windex onto the stubborn areas and let it sit for a minute or so in order for the liquid to dissolve as much of the sticky stuff as possible, then wipe as normal with a paper towel or microfiber cloth.
My advice is against water, especially soapy water since water tends to evaporate more slowly and therefore can be much more damaging if it does get into the spaces under the edges of the LCD screen. On top of that, soap can leave a residue on the screen that will distort the images that you see.
