Generally stainless steel or a powder coated steel. Ensure there is no rust on the cage and the strenght of the bars depends on the size and strength of the bird. YOu do not want the bird's head to get caught between the bars so you must ensure the cage is suitable in size and space between the bars. Another very important thing to look for is if you buy a powder coated cage you must do a detailed inspection making sure there are no spots in the coting that have chipped off or your bird will find them and keep pealing off the coating causing the cage to rust. if you just have one parakeet, it needs as much attention as you can provide, because parakeets are naturally in flocks in the wild. a single parakeet will rely on you to be it's flock. if you can't spend much time with it during the day because you work, go to school, etc. then think about getting it a cagemate. i have two males because I'm going to college. they get along fine. you also need to let them out for at least an hour or two a day to play and socialize outside of their cage. =]

The best way to answer this would have to do with a visual inspection of the nail and what the nail touches when the bird is perching on a limb, perching device of some sort. In order to answer this question properly one needs to know more specifics about the particular bird. In a young bird, perhaps disease brought home from a pet shop could be a culprit. If the bird is a bit older it could be related to diet. Parakeets fed only seeds develop are susceptible to developing tumors and those often are the cause of death in a bird around the age of two. Perhaps the use of non-stick pots and pans in the kitchen, candles, cleaning agents, sprays could all be suspect. A gas leak of some kind possibly.
