In my opinion Peter the great was a better tsar than any other Tsar even though, catherine the great did some of contributions and lead russia to better place however, peter the great expanded west -europe dictate over 13-20 countries, and fought against sweeden for 20 years and got victory. Plus, he westernized Russia. He also was the one who lead everything and Catherine followed in his footsteps(technically).

She greatly expanded the frontiers of Russia- brought in foreign intelligence- including John Paul Jones, the USN officer, and well was well-thought-of as an Empire-expanding Czarina. She was also called Mother Russia and Mother of all Russian cities, sadly some had false fronts courtesy Major Potemkin- and some comrades in the Russian C.O.E. These were villages with false fronts or facades to make them look bigger when Cathy was in town.- hence the term Potemkin Villages- some grew up to be major cities such as Odessa, still the big Naval base in the Ukraine.
