Hard to GUESS -as you haven't given Model # or year ! -You wouldn't believe how many different dryers, Kenmore makes, so this info is ESSENTIAL. -Just as a wild guess, I'd say, fit it around the pulley FIRST, then the drum.
You don't have your tongue in the right position. Put the belt on the drum and motor and pull the tensioner pully over to install it there.

This will allow you to remove the belt from the idler pulley, remove the bolt, put on the new pulley. Now put clockwise pressure on the tensioner pulley again to put slack in the belt so you can slip it around the new idler pulley. You're done.
