the turn signal flasher is a part of the hazard lights as well. It is under the steering wheel and is the largest flasher in the cluster. You do not need to remove any other parts, plates etc to get to this it sticks out about three inches.
Almost all cars have the turn signal flasher and the emergency (hazard) flasher mounted in clips under the dash near the steering column. The easiest way to find one is to turn on the signals or hazards and listen for the click. You will know when you find it because you can also feel the click when you touch it. If the flasher isn't working or does not click, turn on the other flasher and find it. The other isn't far away.
You will need to remove the turn signal switch retaining screws. The turn signal switch can then be pulled outward. Remove the wiring harness from the and of the turn signal switch. Reverse the process to install the new turn signal switch.

As simple as it sounds, the owner's manual is the best place to start for bulb replacement instructions and illustrations.
