It could be the turn signal bulbs, some vehicles use separate bulbs for the hazard and turn signals. It could also be a bad switch or wires for the turn signals.
I had the same problem, after tearing apart my steering wheel to replace the actual turn signal switch, it turned out to be the flasher. which is located under the dash by the steering wheel. TRY THE FLASHER BEFORE REPLACING THE SWITCH. as a side note, be extremely careful not to pull the steering wheel cover out too far or the gear on the ignition switch will slip off, this took me an hour and a half to get back on properly.

have you tried replacing the flasher u need to replace the flasher can for the turn signals there are 2 one for hazards and one for turn signals usually found in the fuse box, and cost about 3 bucks

Check the fuse, and the Turn Signal Flasher Relay. The hazzard lights have a separate relay.

If the turn signals and emergency signals don't workout sounds like an electrical problem's would suggest that you take it into the closest shop to get the problem diagnosed properly.
Well - it could be the turn signal unit in the steering column - if its a high mileage vehicle it may just be worn out. you have to remove the steering wheel and replace the unit - the part on a GMC is about $30 +/-. This may fix the problem.
You need to pull the steering wheel and clean the contacts at the turn signal lever itself. Reference the manual for pulling the steering wheel and then be carful not to lose any of the small parts in the signal switch. Should take about 20 minutes to fix.
