This is probably a worn serpentine belt - the belt that runs all the extraneous engine devices such as the steering pump, water pump and air conditioner compressor. Check the underside of the belt for cracks...if there are more than a few cracks per inch, you should replace the belt before it fails completely. In this case the belt will often squeel when you first start the vehicle.
The problem could also be caused by a worn belt tensioner, a worn steering pump, or problems in the steering rack.
Means your steering wheel pump might be going bad. But first check your steering wheel fluid you could be very low.
the steering wheel wont make the front wheels make noise as there is no generating source from the steering wheel. it will be the other way around.
Check the fluid in the power steering. If it is low the car will make noise when you turn the wheel.

To take the steering wheel off to get to the horn a person needs a steering wheel puller. It will remove the steering wheel by applying pressure to the middle and pulling up on the rest.
A whining noise present when turning the steering wheel indicates a faulty power steering pump. As the pump fails, it allows air to enter the system and a distinct whine.

When you turn the steering wheel and hear a popping noise, it could be due to the power steering pump and a sticking valve so there is not enough hydraulic pressure. It could be caused by the steering linkage going out or low power steering fluid.
