FDR was concentrating on the economic problems for the workers, including minorities. But on the issue of civil rights, FDR was silent. No major civil rights laws were passed. The Democratic Party depended upon the "Solid South" for support and FDR overlooked things like the Jim Crow Laws of southern states. He even refused to give his support to an anti-lynching bill and he allowed segregation of work gangs on federal projects. Under pressure from the NAACP and Eleanor Roosevelt, and other minority leaders, the New Dealers made sure Blacks shared in relief programs. Black people moved into more than a third of new housing units constructed by the federal government.

African Americans saw a minimal amount of progress during this period. President Franklin D. Roosevelt as well as his wife Eleanor worked to bring better employment opportunities to the community. Their plans created opportunities that increased rates of African Americans who were working throughout the country but segregation still existed.

During the New Deal, Roosevelt appointed more than 100 African Americans to key positions in the government . Mary McLeod Bethune- an educator who dedicated herself to promoting opportunities for young African Americans.. She worked to ensure that the NYA ( national youth administration) hired African-American administrators and provided job training and other benefits to minority students. She also helped organize a "Black Cabinet" of African Americans to advise the Roosevelt administration on racial issues. The New Deal ignored civil rights of African Americans, so they organized the southern tenant farmers union- sought to protect the rights of tenant farmers and sharecroppers, both white and black. In the north the union created tenants' groups and launched campaigns to increase job opportunities. In general African Americans did support the Roosevelt administration and the New Deal.
