Engineers get very creative when it comes to fuse panels. Some are under the drivers side dash to the left of the steering column, some are in a panel inside the passenger side door under the glovebox, some are under the center console and there is always a chance that some are under the hood, I've even seen some under the drivers seat lol. I do believe that the '91 Buick Lasabre's are inside the passenger door just to the right of and under the Glove Box.
If, after searching all these locations, you still can't find the fuse panel, then call the local dealer and talk to the Service guys (some will actually talk to you) otherwise it's off to the auto parts store for a manual or to talk to someone behind the counter that may know.
I must say again, if you are going to own a car for more than 3 years (or beyond the Warranty Period) Buy a Manual for it, it's worth the money lol ;-)
TommyTrouble...Dwayne Wonder has a 91 buick lasbre and Its ...wait for It on the driver side..you can see 2 black knobs on the driver side of the instrument panel jus turn the knobs and boom there it is..

A picture of the fuse panel is in the owners manual. You can also find a picture in a repair manual that you find at your local auto part dealer.
The fuse panel is under the rear seat with the battery.

The fuse box panel for a 1990 Buick Century is located on the driver's side of the car interior. It is just below the headlight switch. There is also a fuse box panel for this vehicle located in the engine compartment near the battery.
There isn't a relay, but there are interior light fuse located in the passenger side of the dashboard. The panel can be accessed with the door open. If the bulb and fuse are ok, the wiring to/ or the BCM(body control module) is damaged. The BCM is located under the driver's side dashboard.

Your Regals Fuse panel is located on the side of the dashboard on the passengers side. This fuse panel is for all the smaller fuses. Your other fuse box (for bigger more serious fuses) is located under the hood of your Buick also on the passengers side. It has a square red cap on top of a black box with a plus sign on it.
