I usually use my impact wrench but if you don't have one you could put a socket and wratchet on it. Then tap it with a hammer to get it started maybe.

The flywheel has to be held in place by a holding tool, Remove the mounting bolt, then use a balancer remover to pull the harmonic balancer.

The 2000 Buick Regal 3.8L Crankshaft Position Sensor is located behind the harmonic balancer pulley.

sounds like the rubber damper is worn on the harmonic balancer. if this is the case you will have to replace the harmonic balancer.

You need a harmonic balancer puller, and a 1/2 in drive inpact wrench.
The Crank sensor in my 91 LeSarre Limited is behind the Harmonic balancer pulley....there are fins on the back of the pulley that line up with the sensor.
The Crankshaft Position Sensor is behind the crankshaft pulley (harmonic balancer). You will need a ½-inch drive breaker bar and appropriate socket.
Its refered to as a harmonic balancer, and you have to have a special tool to remove it called (surprisingly) a harmonic balancer removal tool. The installation tool is a good heavy hammer and a block of wood. If you dont have access to this special puller, you can (and likely will) damage the harmonic balancer, so it would be best in that instance to take it to your local mechanic and ask him to take pull it off for you.
