the easiest way is to drill it out. drill a hole thru center of broken bolt, make sure it is smaller then the diameter of the bolt. after drilling use a easy out to remove the threads of the bolt. check that the threads in the head are ok! then put in new bolt.
Weld a larger nut to what is left of the broken bolt, let it cool then turn it out.
There is a dangerous way, drilling it out but you will have to remove the head from the motor so you dont get metal chips inside the motor. Just make sure you dont drill the threads out. I highly suggest you take it to a mechanic and let them work with it

It drives into the broken off pipe and is then turned with a crescent wrench.Normally a extractor or inside pipe wrench does not work removing a pipe . What works best is the use of a hack saw blade and a chisel to cave in the threads after the threads are cut.. BECAREFUL not to cut into the fitting threads
As an experienced construction worker, I might use a bare hacksaw blade and a chisel to remove the broken piece. However, a novice would be better advised to call a licensed plumber to get it right.
You will need to buy a e-z-out. Drill a hole in the bolt put the e-z-out in and turn ccw. The e-z-out has left hand threads on it and it will back the bolt out.

With a extractor
Cut the nipple with a hacksaw blade from the inside in 4 cuts, top bottom and both sides BE careful not to cut into the threads of the female end so you can reuse this piece. Break out the nipple with a pair of pliers.
Being very careful, drill a small hole in the middle of the broken petcock. Using a tool called an easy out, you should be able to back out the broken off part. Take care not to drill sideways and hit the radiator threads.
