Palestine is/was an area, sometimes a country, in the Middle East. Rome has always been a city.

After the second Jewish revolt, Rome expelled the Jews from Jerusalem, enslaved many of the survivors of the rebellion, leveled Jerusalem and renamed it, and combined the former Roman provinces the region into a new land called Palestine. So, you could say that Rome created Palestine, or at least, they named it.
Peter traveled to many areas around Palestine as well as to Antioch and Rome where he was martyred.
Rome showed respect for Hebrew religious beliefs by for example Rome didn't imprint the face of the emperor of Rome on coins issued in Palestine because Hebrew law forbade Jews to worship images.

Yeas, Palestine was in the Roman Empire. In fact it was the Romans who invented the name Palestine. After suppressing the Bar Kokhba revolt (132--135 CE) of the Jews, the emperor Hadrian persecuted Judaism and renamed the Roman province of Judea. He called it Syria Palaestina. The name Palaestina was derived from Philistine.
Busy and still part of the Roman Empire. Rome had appointed Pontius Pilot as governor of the area called Palestine, of which Jerusalem was the center of activity. As was normal in Roman conquered lands, many non Romans were free to practice their own religions and conduct other internal affairs. As long as taxes were collected & paid to Rome & the peoples did not disrupt the power structure that Rome created, Rome did not vigorously interfere. In the case of Palestine, Rome had a local monarch such as King Herod, handle other affairs that did not conflict with Roman policy.
The Jews revolted against Rome in the year 68. Rome destroyed the Temple in Jerusalem while suppressing this revolt. The Jews revolted again in the year 132. Rome destroyed Jerusalem, killed at least half a million Jews, enslaved many, drove the remainder out of Judea, and renamed Judea Palestine.
There are a number of saints named Justin. However, Justin the martyr was originally from Palestine but later moved to Rome where he died as a martyr.
