It is absolutely untrue that they are under warranty and will be replaced free of charge, I spent the afternoon calling around to be sure. Absolute lie, confirmed by Honda. You can have your dealership replace it, and the part starts around $250 (outrageous, right?) or order one online (I believe car-parts.com had some on sale for $87). You can call a local wrecker (mine wanted $75 to remove it for me from the scrapper) OR your cheapest bet is to look online at your local Craigslist.org classifieds under "auto parts". I have located one from someone in my town for $35, and my friendly mechanic will install that for me in a quick half hour!

Best of luck!

Seat belt mechanisms are warrantied for the life of the vehicle. Take your car to a Honda dealership and as long as the vehicle has not been in an accident or the belt damaged by abuse, they will repair or replace the mechanism free of charge. This does not apply to moterized seatbelt mechanisms.
