The 13 American Colonies became states after members of the 2nd Continental Congress declared themselves independent from the British Empire. After the American Revolutionary War these states would adopt the Articles of Confederation which would then be replaced by the United States Constitution. The latter provides the rules and regulations regarding states in the United States of America.
