The modern sense of country does not apply well to antiquity. Many areas were independent city states and some were the areas of independent ethnicities. The first foreigner state who was conquered by the Romans was the Etruscan city-state of Veii. Therefore, it can be said that this was the first country that Rome conquered (in 396 BC).
Rome then gained control of central and southern Italy in the Three Samnite Wars. They first gained control over the Marsi, Marrucini, Paeligni Vestini, small Sabellian peoples in central Italy, by forcing them into alliances . Then they defeated Samnium (the land of the Samnites, a major people in southern Italy) Umbria (the land of the Umbri of central Italy) and Marche (a land controlled by the Senone Gauls) and forced them to ally with Rome. Luciana (the land of the Lucanians, another major people of southern Italy) also allied with Rome, Therefore, Rome formed an empire in these areas of central Italy through indirect rule.
The first foreign state that Rome fought was Pyrrhus, Greek King of Epirus. As Rome expanded, it began to threaten Greek colonial city states in southern Italy. The city of Taras (modern Taranto) asked for assistance from Pyrrhus. Even though Pyrrhus won a number of victories, he was unable to sustain an offensive against them, losing mere troops than he could afford, and ultimately had to withdraw.
The first country Rome conquered was southern Spain, which they took over from the Carthaginians when they defeated them there.
