The higher the latitude, the longer the winter, so any country with land in a polar region could qualify. Interpreting this question literally, we should look for a country with most or all of its mass near a polar region; with that in mind, I'd say that Greenland is the best choice overall. Its winter darkness (which only allows for 3-4 hours of daylight) lasts from mid-November through January. Norway's Svalbard territory has a similarly harsh winter climate, as do parts of Canada and Russia.
