My guess is that this is referring to a "cover letter". If you are submitting an application for a job or a Resume, then it is proper to include a Cover Letter. The Cover Letter simply introduces yourself and explains what type of job you are interested in applying for at their company. Otherwise, if you hand out copies of your Resume, they think you just xeroxed a bunch of copies and are passing them out everywhere you go. The Cover Letter shows that you are interested in that company.

No, in reality a "CV" refers to a type of resume that is primarily used overseas and in different job related fields. Literally, the name means curriculum vitae that is Latin for course of ones life. It is a little bit different than what we Americans use, i.e. the resume.

A curriculum vitae is used primarily when applying for academic, education, scientific or research positions. It is also applicable when applying for fellowships or grants.
