There are advantages to both. I had an 03 rsx type-s and i loved the short ram because it was relatively easy to install, improved my low end (low rpm's) and definitely improved my top end. Not to mention, unlike a c.a.i. you don't have to worry about going through puddles and sucking up water. It makes your engine sound deeper too!

however a cold air intake system will increase compression because cool air is more dense than warmer engine air. more compression = more horsepower = less fuel economy (which you probably dont care about.

in conclusion, both are good. In terms of bang for buck id do the cold air intake as it can cost as little as $50 if you do it yourself where as ITB's with sock filters will be at least $400
