I had the same problem with the same year car. I've replaced the resistor several times. It works for months & then it stops working again. I think this is the 4th time I replaced the resistor, it is working okay now. I think it is a defect in with this cars fan system. I had a similar problem with my 2001 Sebring Convertible. I had the blower motor replaced, and now the fan works perfectly.
I just took my 97 sebring convertable in for no turn signals, wipers, rear defroster and radio. They replaced the ignition switch and now everthing works.
The most likely problem is the blower resistor located behind the glove box door.
Your battery died and messed up the computer. Disconnect battery for 5 or more min. See if that works
it can if it is hydraulic it may be an electric motor that works same way as window winder
You need too change the clock spring in the steering wheel. MY 2001 sebring had the same problem, changed it now it's ok. Horn and cruise control works now./
If you are talking about the blower motor speed settings, and it only works on the high 4 setting, then the Blower Motor Resistor Pack is bad. Replace it. It is located under the dash on the passenger side.

Pull the end of the turn signal lever out about 1/8th inch. This only works with the lights on. Fog lamps will not work with headlights off.
Have you checked your coolant levels?Simply put, the heater runs by blowing past the hot coolant pipes and gives you warm air.
I had that problem with my 1997 Lhs replaced the PCM and it works fine.
NO YOU NEED A PUMP I pull a 96 four wheels down I put a pump from Remco on trans line. It works great doing it no for 8 yrs
