The importance of England arose because England became a huge maritime power and then the Industrial Revolution started and flowered in England leading to the establishment of the British Empire (the first global superpower). As the capitol of that empire was situated in London, being English gets confused/merged with being British.
Actually an Englishman see himself first as British then English and a Scotsman/Welshman/Irishman would see them selves first as being Scots/Welsh/Irish, then British.
For such a small set of Islands it is all very complicated but we love it :-)
