So, either that switch, or the wiring for that switch, is bad. If that doesn't do it, then you may have crud in the idle air control or the throttle body.

These are on the steering wheel horn pad area? Look behind the steering wheel, on the backside) for some screws....may be recessed a bit. remove these and the buttons should pop right out. This shouldn't activate the air bag.
