The vsv is located under the intake manifold, directly over the motor mount. It is pretty hard to get to, but can be changed with the car jacked up off the ground.

First take the passenger wheel out after raid you car You will see the VSV is located on the back of the engine under the intake manifold . After several mental try I make the nut wear out so no way I can change the VSV. Finally I decided loose 2 plastic pipes and unplug the connect. Put 2 plastic pipes and plug the connect to new VSV and hang around some where. So I can not finish by the book however I still fix my car and not cost me a fortune. Remember this is a 1999 Toyota Camry and ready for this car to retire

These two single tubes enter a shaft near the middle of fire wall come out and go under the engine. At the end of them you will find the VSV. It is hard to get at.
