The higher the latitude, the longer the winter, so any country with land in a polar region could qualify. Interpreting this question literally, we should look for a country with most or all of its mass near a polar region; with that in mind, I'd say that Greenland is the best choice overall. Its winter darkness (which only allows for 3-4 hours of daylight) lasts from mid-November through January. Norway's Svalbard territory has a similarly harsh winter climate, as do parts of Canada and Russia.
The country with the most snowfall is the United States. Mount Baker in Washington state is one of the snowiest places on earth. In the 1998 to 1999 season, the ski area of Mount Baker reported a record 1114 inches of snowfall for the season.
The warmest climates on earth tend to straddle the equator. One of the countries in this area will have the warmest "Winter".
