You can replace the word Sincerely with some other correct word. However, that simple word is correct and current. The punctuation has also simplified to the commas as in this example. You do not use Mr., any other honorific, or the prime minister's last name.

Swords is outside the Dublin postal region and does not have a postcode. The correct address would be Swords, Co. Dublin. At present only the city of Dublin and some surrounding districts have postal codes which are numbered from 1-24 (with one additional one which is a small area known as Dublin 6W). They are often shown in the format D2, D5, D17, etc at the end of an address. The creation of a nationwide postal code system for the Republic of Ireland is currently under discussion.
