Best is a subjective question that requires personal opinion to answer. There are a few empirical answers to it however it all depends on the processor being cooled. An Ivy Bridge processor has an extremely small die area, and those will not be as effectively cooled as one of the large "sandy Bridge" era CPUs. AMD processors likewise use a larger lithogrpahy that is more effectively cooled with large heatpipe coolers.
For cost efficiency and low idle temperatures a heatpipe Direct touch cooler with aluminum fins will generally be the most cost effective. Modern water cooling, uses standard water to transfer heat from a CPU block to a large radiator that can be setup somewhere else, either in the case or externally. The primary benefit to this is large amounts of heat can be moved efficiently. This does not lead to significantly lower temperatures over a high end "tower cooler" but can reduce overall case temperatures, and more importantly can equal the performance of the best tower coolers at far lower noise levels.
