Viacom is being proactive in protecting its materials. While it may appear they're just making work for their lawyers, from their perspective they're protecting the rights of their clients. When Viacom loses money through infringement, it represents a loss to writers, actors, and everyone else involved in a production.
Also, it's important to remember that fair use is not technically a right: it is an affirmative defense, which is something you use in court to say "yeah, but..." Whether a use is fair is only decided once and for all in the courtroom; everything else is conjecture. Fair use falls in the same category as the insanity defense.
Currently, the courts are putting a lot of emphasis on the notion of transformative use. If you're taking a piece of film originally intended as entertainment and making it into something else intended as entertainment, you're not transforming the work: you're just infringing (and therefore devaluing) the original work. But if you take a piece of film intended as entertainment and assembling it with other pieces of film to create social commentary, you've transformed it.
For example, posting a bunch of Donald Duck cartoons or clips of Glenn Beck would be infringement. But the Donald Duck/Glenn Beck mashup "Right Wing Radio Duck" is certainly defensible under 17USC107: it adds a significant amount of creativity to transform the works into something new.

Can't get in to my Google account! Help?
For some reason a couple weeks ago, I decided to use my school account to log into YouTube. It said that my school district didn't allow use of Google+ services. So I decided to go into my original one a couple weeks later for YouTube, and when I did, it said this:
You are trying to access Google Admin of mail.com but you do not have a valid logged in account for it.Sign into one of the existing accounts for mail.com
Or, use one of the below logged in users to manage the corresponding Google for Work domain.
You need to use a Google Apps account to log into Google Admin Console.
I DON'T know WHAT this means! I can get in to my Google Apps thingy just fine! And what is the "Google Admin Console"? I don't know but I wasn't trying to go into it! I know the gosh darn school account is messing with my stuff because on Microsoft Edge, I only have my regular account and I can go onto YouTube just fine! Help please???Is streaming the same as downloading?
streaming is the act of sending video and audio content in a compressed form over the Internet, which will be displayed to small and big audiences/viewers. With streaming or streaming media, a viewer user doesn't have to wait for the file to download in order to view it. Instead, the media is sent in a continuous stream of data and is played as it arrives. The viewer needs a player, which is a special program that uncompresses and sends video data to the display and audio data to speakers. The player can be either an integral part of a browser or downloaded from the software maker's website. The feed can also be viewed on a mobile device that supports streaming.
A live stream can be created using either pre-recorded content or a camera/microphone capturing live events. A live stream functions much like a television channel or radio station. When you 'tune in', you see or hear whatever is being broadcast at that time.
A good example of a Live stream would be a local radio station broadcasting online at the same time as over the airwaves.
