Yes, 8 year olds can search for videos on YouTube and view YouTube videos that do not require a sign-in to confirm their age. It is not recommended that parents allow their 8 year olds to search for videos on YouTube though because not all content or advertisements may be appropriate for users under 13 years of age. Also, 8 year olds cannot create an account on YouTube because the YouTube Terms of Service states that the service is not intended for children under 13 years of age.

Unfortunately, the upload speed of your internet and the size/quality of your video are the limiting factors here. Unless you can get a faster internet connection or are willing to reduce the size of your video by changing the quality/encoding of it, then no.

First you make an account. (WHen you make an account on youtube you also have to make a google account.) Then you click on upload. (At the top on the right of the search box for youtube) From there it is very basic steps of picking options and plugging your camra into your computer.
