We need to be more afraid of disappointing God and causing him sadness by anything that he has warned us will move us away from him and his blessings and bring us unhappiness than we are of what others may think of us. Of course we should also be afraid of reaping the consequences of our misdeeds; sometimes the consequences come in the form of chastisement from deity.

It's a bit like being afraid to disappoint our parents by doing something that we should be ashamed of.
