Just before i answer this, I'll just point out a few things.
Firstly, it's not a penny that she flicks.
Secondly, it's not a cannon, it's a railgun.
There are actually 2 shows that have this girl in it. They are called:
- Toaru Majutsu no Index (Watch the show, read the light novel on Baka-tsuki, the manga is awful)
And
- Toaru Kagaku no Railgun (The spin-off show, watch the show and read the manga, it's currently being officially translated and released in English by Yen Press)

This was the episode that they were serving the bath house/inn because of Kenshin's torn kimono. Kenshin lost the money and in return they have to work for a certain amount of time to pay their bill. While working there, an artist sees Kaoru and falls in love with her. He tries to make her like him but fails. Misao had a plan and told Sanosuke, who proposed a deal with the artiest. Either hit Kenshin by sundown and Sanosuke hook them up, or he give up trying to make Kaoru fall in love with her. The artist fails to hit Kenshin but understand that Kaoru like him(Kenshin). He makes an abstract painting of Kaoru that Kenshin and the others laugh at while running from Kaoru.

WARNING SPOILER but when yuki becomes a vampire she is argueably a queen because shes a pureblood. plus a queen in chess is kickass she can move like all the pieces apart from the knight. the knight is the only one who stands a chance at killing the queen without the queen being able to attack him. A special relationship between knight and queen perhaps?
