During World War II, Argentina was officially neutral- it wasn't on either side. There were a lot of German immigrants living there, and in the middle of the war, a right-wing military dictatorship took over. The dictators were somewhat sympathetic to the Nazis, because both were right-wingers and because of the influence of the German immigrants.

So when the war ended in May 1945, many high-ranking Germans feared the repercussions of the war. The Allies were angry about the war and the Holocaust, especially as they liberated concentrated camps and discovered just how bad it was. The Nazis expected to be arrested, tortured, and executed for their crimes. They tried to flee to other countries to avoid these fates, and some, like Heinrich Himmler, committed suicide when they were unsuccessful.

Some of the ones who escaped their Allied pursuers were able to quietly hide in friendly Argentina. A few of the more notorious leaders, notably Adolf Eichmann, were later captured by agents of the Israeli government to be put on trial for crimes against humanity.

Having one great grandparent from a particular culture does not often cause people to claim that culture for their own. You can if you like, and doing so may carry some advantages in some situations, especially in US for economic aide for previously disadvantaged minorities. But if you do not participate in or understand the Latin culture, and were not raised in it, there would seem to be little point in doing so, other than crass personal advantage. Most people claim an ancestor's ethnic identity as their own when they have some pride in it and want to perpetuate some elements of the culture in the midst of a larger group of a different culture. Sometimes the larger culture forces people to accept identification with such a minority culture, but in that case it is because there is some cultural stigma involved.
