Why does autism seem to be a disability that is increasing while others are decreasing?
I'm going to start this by telling you that I have a very jaded view of the medical community. I believe that if you go looking for a specific problem, you will find one. Especially if there is a great deal of money to be made in "discovering" this new trend. A few years ago almost everyone I knew had a kid that had adht and needed meds to keep them from becoming unmanageable. I really believe that autism is a very serious problem for children that actually have autism. But, if 1 out of every 38 supposedly has it I'm not sure the real kids suffering will get the attention it deserves.

How differently do they treat autism in America than England?
In short, very differently.
In England we have the Autism Act which ensures all Autistic people have a pathway to diagnosis, although there's limited support for Autistic people government staff are supposed to be trained to understand Autistic people, Autistic people don't face healthcare discrimination like in the US where they may be expected to pay more for health insurance, and there are anti-discrimination laws in place. In England we tend to me a lot more accepting of Autistic people.
In America there is a lot of scare tactics being used by people like Autism Speaks to make money out of families with Autistic children - Autistic parents are expected to spend thousands and allow their children to be tortured to make them 'normal'. Autistic people can face a lot more discrimination both in terms of employment and healthcare, and generally within society people consider Autistic people to be less than neurotypical people and there are stereotypes about Autistic people being mass shooters or otherwise violent. Often Autistic children are murdered by their parents and there is such a problem of ableism around Autism that people support the murders.

This needs to be determined by you and your husband. Are you willing to have another child with the possibly of autism again? Can you treat both children fairly, even if one was autistic and the other wasn't? Do you have the time and energy to devote to two children, one being autistic? If you want to two children, then you should have two. But you just need to make sure that you ask yourself these questions and make sure that you and your husband can agree with each others answers. Your childrens lives are more important and it is also extremely important that you can equally provide for all your children and that all your children are treated fairly. You also need to make sure that even though your first child may be autistic, that your second child is not neglected because of the extra attention needed to provide for your first-born.

Social Security is income for purposes of determining amount of child support.
I suspect so and the film 'The Social Network' suggests so. I live with Aspergers and believe him to be Autistic.

Yes, the courts will take into consideration the person or persons who have dramatically helped the child even in a custody battle. If one parent is only babying the child and not getting help (special counseling and schools) and the other parent is, then usually the court will award the child to the parent willing to do the best for that child (but, the other parent may have visitation rights.) If the two parents haven't bothered to help the child and a grandparent, sibling of either parent may also get custody of the child. It's all up to the court system and they want what is best for the child.
To improve on the above answer, I just want you to be aware that the courts will be biased to a mother who keeps stressing how much she has done for the child. The more occupied you are with that, the more chances that they will TAKE AWAY your parental rights, due to being 'harmful' to your child! This is happening to mothers across the world where Autism is involved in the custody case. I wrote about this on my blog in the link I have attached below, and I urge you to read it carefully before asking the courts for anything for your child. You may be saying all the right things, but shooting yourself in the foot. Best of luck.
