You can't help them, they are going through a lot of pain. If you don't want to be with them, you need to make it clear that it is over, and ask them to leave you alone. Based on my experiences with the wackier members of the male gender acquired while raising three daughters, my sincere and serious suggestion would be to do two things. One, tell this person to leave you alone. Two, if he does NOT leave you alone, introduce him to one or more members of the local law enforcement agency. Police officers and deputies are pretty useful in explaining situations like this to goofballs who don't know when to give up and go away.

Try this: Every time you think of him, force yourself to think about something else, immediately! Do not allow that thought. get up, walk around your chair, walk to another room, and as you do so, force yourself to immediately think of something else to replace that thought. Here are things you could think about instead of thinking about him: What do YOU want in a guy, what you want to create for yourself in your life, what activities could you do to make yourself happier. If you choose to and you replace the thought of him every time, very soon you will no longer be bothered. If he's not responding or treating you well, he was never worth your thoughts anyways.

Usually if a relationship has hit this point there's not much that can be done to salvage it without a lot of compromise.
