Cat wounds heal at the surface first, rather than bleeding which can clean out foreign and infectious matter. A scratched cat is, as you note, very likely to develop an abscess, an infected swelling full of dead white blood cells or "pus".

There is little that can be done once the infection has developed. If you catch a scratch when it is fresh, you can shave and clean the area around it, and then apply a topical antibiotic -- but due to differences between human and cat metabolism, check with your vet first to see what antibiotics are safe for your cat. My question is .. why are people putting their faces within reach of the cat's face? I would say the people are at fault... so antagonizing an animal distressed/upset/angry while the animal is in its own safety space (his/her catpost). So, the person who is disciplining the animal (who is defending itself) is absolutely in the wrong. A better idea would have been "gee, I think my cat wants to be left alone, please stay away from him/her". They thrive in clear and cool water, a good reason not to drink running water in the outdoors, no matter how pristine it looks.
