A single indoor cat will gradually not cover its poo because there's no threatening enemy. If you have two or more indoor cats, it's mostly the boss cat that doesn't cover. But some other cats would also less frequently NOT cover, especially when the boss cat doesn't care. (like, if the boss cat loves playing with certain cat, that cat won't cover either). It's also because they don't have a mommy cat to show them (adopted too early) or haven't been exposed to outdoor environment that covering is absolutely essential.
If they seem to be "pawing" after doing their stuff and not cover their poo, it's not because they're dumb and pawed wrong area. It's because they're SMART, they are trying to "clean" their paws against walls and kitty litter box and get stuff off their paws onto the kitty litter... not because they were trying/missing to cover the poo -_- (they just had NO INTENTION to cover the poo)...
