There are 2 ways in which The Central powers are most likely to have won . One of these would be the implementation of the Schliefen plan after the collapse of the Russian Army due to the October revolution. This would lead to the full occupation of Russia by the Central Powers . If this where to happen Europe would look like this : (a list of what each power would have)
Austria-Hungary : Austria-Hungary , west Serbia , Montenegro , Italy , Ukraine (not including Crimea) , part of Russia : it is reasonable to assume the river Don and the river Volga would be their southern border , with them taking Astrakhan and Volgograd ; to the north , their land would be carved from the provinces of Russia . Their northern most provinces would be Bryansk, Orel , Lipets , Tambov , Saratov , Orenburg , Altal , Kemerovo , Khakasia , Tuva , Buryuria , Zabaykalsk , Amur , Khabarovskiy & Sakhalin . They would also have Kazakhstan , Uzbekistan ( minus the provinces of : Quashquadaryo & Surxondaryo) , Kyrgistan , Soghd (in Tajikistan) . In China they would have Sinkiang (only north , River Kagar , River Tarim & lake Nur providing natural border) , and all Chinese land north of the great wall . They would also have Korea .
Azerbaijan Democratic Republic: Would never have formed as it would have been under Ottoman Administration.
Bulgaria: Bulgaria , Macedonia (including regions of Macedonia that are currently under Greek occupation) , all Serbian land south of the Danube & east of the River Velika Morava , Albania (including Iperos which is under Greek occupation),Thessaly (region under Greek occupation in which all the original inhabitants were massacred) & Northern Dobruja (a Bulgarian region administered by Romania).

Duchy of Courland and Semigallia (Latvia): The Duchy of Courland and Semigallia would never have formed as it would have been under the administration of the German Empire.
Dervish State: Somalia , Djbouti , Ethiopia (definitely east half , occupation by Dervish State of west half would depend on events) . Northeast Kenya (occupation of other parts of Kenya would depend on events).
Democratic Republic of Georgia: The Democratic Republic of Georgia would never have formed as it would have been under Ottoman Administration.
Germany: Germany , France , England , Ireland , Wales , Belgium , Scotland , Baltic states , Finland , Poland , Belarus , all Russian territory north of the estimated border with Austria-Hungary , Japan , Papua New Guinea , New Zealand , Australia , Oceanian Islands , Taiwan , The Philippines , Canada , United States of America , Malaya (Malaysia) , Singapore , Tanzania , Namibia , Togo , Cameroon
Emirate of Jabal Shamar: Saudi Arabia (only parts not administered by the Ottoman Empire in 1913), South Yemen , Oman .
Kingdom of Lithuania: Would never have been formed as it would have been under German administration .
Ottoman Empire: itself in 1914 , North Yemen , United Arab Emirates , Kuwait , Greece ( minus region mentioned in Bulgaria's would have territory ) , Morocco , Algeria , Western Sahara , Egypt , Mauritania , Mali , Niger , Chad , Caucus region , Russian Empire ( only territory not mentioned under Germany and Austria Hungary's would have territory ) , Britons India & Burma colony , Siam/Thailand (if it had actually joined the war as the way the war was going would have been in favour of the Central Powers )
South African Republic : Itself & probably modern day South Africa , Lesotho & Swaziland
Senussi: Libya , possibly part of Sudan & part of Egypt
Kingdom Of Poland : would not have formed as it would have been part of the German Empire
Sultanate of Darfur : Itself , Sudan (unless Senussi administered a small part of it) , probably part of Chad.
Ukrainian State : Would never have been formed as it would have been under German administration.

The second way they could have won WW1 would have been after the treaty of Brest-litsovsk . This would leave the world looking like this :
Austria-Hungary : Austria-Hungary , west Serbia , Montenegro , Italy , Russian empire territory assigned to them by the treaty of Brest-Litovsk .
Azerbaijan Democratic Republic: Would never have formed as it would have been under Ottoman Administration.
Bulgaria: Bulgaria , Macedonia (including regions of Macedonia that are under Greek occupation) , all Serbian land south of the Danube & east of the River Velika Morava , Albania (including Iperos which is under Greek occupation),Thessaly (region under Greek occupation in which all the original inhabitants were massacred) & Northern Dobruja (a Bulgarian region administered by Romania).
Banat Republic: The Banat Republic would never have formed as it would have been under Austria-Hungarian administration .

In both cases Africa would be divided up in colonies . Countries like Nicaragua with puppet governments & Haiti under American occupation would either gain independence when Germany would have invaded America , or would be taken from America & made part of the German empire . This is assuming that America and the Central powers did not sign an armistice after the conquest/surrender of the British Empire If America signed an armistice , Japan would've probably signed to . China would have been allowed white peace ( like possibly Japan and America ) , but only in a Brest-Litovsk treaty situation .
Brazil would be occupied , probably divided up between the central powers with other latin American nations like Paraguay & Argentina would take the territory they have disputed with Brazil . China , Guatemala , Honduras etc. probably wouldn't have joined & countries like costa Rica would probably have negotiated peace after their declaration .
Why should countries use conscription?
Countries may use conscription to ensure a ready and capable military force during times of conflict or national emergency, providing a steady supply of personnel. It can also foster a sense of national unity and civic responsibility among citizens, as service is shared across diverse social groups. Additionally, conscription can strengthen the defense capabilities of a nation while potentially reducing reliance on professional volunteer forces, which may not always meet the demands of larger-scale military engagements.

What was Germany's unrestriced submarine warfare?
In the early days of submarine warfare, there were rules that everyone followed when attacking ships. If a submarine was attacking a ship that wasn't obviously a warship, they were supposed to show themselves to the ship, tell them they were going to sink that ship, and then make sure that the crew and civilians were safely off the ship before it was sunk.
During World War I, the British had such a large navy that the German navy could not defeat it, and the British were able to stop other ships from bringing food and supplies to Germany. Not only that, but the British could have food and supplies sent to England without much fear of the Germans stopping them.
The Germans decided do anything they could to break the British blockade, and to stop food/supply shipments from reaching England. This meant stopping the old rules of using submarines.
However, without the old rules for warning ships that they were going to be sunk and making sure the non-military people were safe, this tactic angered countries who weren't involved in the war but had their ships sunk. The USA was one such country...
