I get about 22.9 to 23.6 around town. Haven't gone on enough long trips for awhile to get the road mileage but as I remember it was in the high 20's. Around 28 to 29.

It is on the passenger side of the transmission bell housing, just behind the engine.

When you say not start, do you mean doesn't crank or does nothing when the key is turned? BClear. I have a 95 that did that and it ended up being the cam sensor. After it stalled I would have to wait a few and then it would start right back up.

It does not have a drain plug. You have to remove the pan to drain the fluid.
I had a Chrysler transmission rebuild by Cottman for $400 but that was a few years ago. I would think that the price would have have gone up. I would say about 6 or 700 to rebuild one. Just service such as changing the fluid doesn't cost much.

I have a 1995 Chrysler New Yorker. The alarm used to be very annoying. If you have a remote control for the car, basically consider it your source of problems. I accidentally doused mine in water and haven't used it since. I would suggest you do the same.
Now, for starters, it's a good idea to remove the Horn Relay while you work on this, so you don't disturb your neighbors. I removed the horn relay and the system will flash lights and disable the engine crank for a while. I also disconnected the entire battery (very carefully) and came back. However, it still went off. So you just have to let it run its course with the battery plugged back up, the lights will flash and you'll hear the clicking sound inside the car, but it will eventually reset itself.
The only way you will be able to accidentally set off the alarm is by unlocking the door the wrong way from the passenger side. Again, if you continue to use the remote, you'll continue to have problems. Since I've lost the remote, the alarm has only gone off once in over a years time, as opposed to it going off constantly. It's the Anti-theft system. It likely is also making your headlamps blink.
The flasher is under the dash. Take of the paneling undernieth the dash and there should be a cluster of three electrical devices that are your 4-way flashers and blinkers. The one for your flashers is the one closest to the passenger side door.
I'm not exactly positive but i believe it is in the glove compartment
