In some cultures it's considered a sin for a woman to enjoy sex. It's tradition that female members of the family come together to perform the circumcision. It's believed that if a woman enjoys sex she might stray from her husband. Women are only meant to have children, not enjoy sex.
Women who didn't undergo this are considered 'dirty'.
It's a tradition that is still upheld by many African cultures and some Middle-Eastern cultures.
There are absolutely no benefits of female circumcision. Often it's done under non-hygienic circumstances, and most of all, that woman is deformed for the rest of her life. She will no longer be able to have orgasms (only a few women can have orgasms only by penetration).
I definitely don't approve, but it's hard to fight tradition and religion.

Circumcised boys require a lot more care. Circumcised boys are in discomfort for some time post-op because there is an open wound. This wound can easily become infected. It can also become irritated by ammonia in the urine. Another possible problem is that the severed skin can re-attach to form a skin bridge. Moms with circed boys have to be constantly vigilant and take measures to make sure this doesn't occur. Basically, it is a whole lot of extra hassle (that usually nobody tells you about).

As for it having to be done later. That is rare if you just leave it alone and let nature take care of things. Misdiagnosis of a tight foreskin by unexperienced doctors is not unusual USA. An unretractable foreskin is normal in infancy (see the kidshealth link above). Some doctors do not know this - hence their recommendation of circumcision. In fact, the average age of boys being able to retract their foreskin is 10 years of age.
Most kids experience ballooning - where the pee fills up the foreskin before it comes out. Over time, the hole becomes wider and eventually the foreskin becomes retractable. This can happen any time up until puberty. The important thing is not to force it as this can create scar tissue which will impede retraction. So just leave it alone. It requires no cleaning on the inside.

Why doesn't insurance cover circumcision?
To be completely honest, insurance companies that don't cover circumcisions don't make that choice for altruistic or idealistic reasons. They do it because it is financially cheaper for them to not do the circumcision.
Though circumcision does decrease rates of certain medical conditions, and the treatments for these conditions are often more expensive than an infant circumcision. The insurance company gambles that they will not have to pay out. Many men don't develop serious conditions that need treatment, and those that do, are unlikely to still be covered by the same insurance company as an adult when these conditions occur.
Medical insurance companies would find it in their interest not to encourage circumcision. In the first place they would be out of pocket paying to have the child done and after that there are many added risks of problems resulting from the circumcision. Both children and men who remain intact have far fewer problems involving the penis and the performance of same in latter life, it is in their interest to encourage this situation. problems related to the foreskin are very rare and nearly all that develop are easily taken care of without the need for the amputation of the whole thing There is no medical reasoning that calls for the removal of the healthy foreskin and the reasoning that it may avoid problems in the future is akin to the reasoning that amputating the feet cures smelly shoes. There is sound reasoning behind avoiding the procedure on account of the physical and psychological damage that may occur. In any case insurance company's don't gamble they carefully work out their odds and hedge what we would call a bet. I doubt that the insurance want to become embroiled in a child sex mutilation situation. these cases are already beginning to pop up in courts. I would personally take them to the cleaners if they were complicit in the mutilation of my penis, luckily I still have it.
