That is what caused doctors to wonder why things were different than they expected, and to want to find out exactly what was making the people sick. So they contacted the US Centers for Disease Control and Prevention (CDC) and/or the World Health Organization (WHO) and initiated an investigation to see what the microbe was that was causing the illnesses and deaths. They were a little surprised to see that it was a totally new form of virus that had mutated in the interim.

At that point the CDC and WHO started alerting the medical communities around the world that a new type of flu was spreading and people did not have any immunity from vaccines or from having had similar types of flu viruses in the past.

It is that combination of events which started the activation of the epidemic prevention measures that are in place in the medical communities, CDC, and WHO. Those preparedness plans are there for this very type of infectious disease situation and help to keep us all safer from epidemics and pandemics.
