Because at the time the rating '12' was only used for cinemas but not for home video so films that were rated12wouldomaticly be given a 15 rating for VHS (sometimes they would be edited for a PG rating depending on the violents in the film) It was not until 1994 when the 12 rating was introduced to home viewing. But when Batman was released on DVD it still carried the 15 rating (probibly the BBFC didn't agree with the 12 rating or they didn't re-submit the film.) If you take films such as the dark knight which is slightly more darker and violent still carried a 12 rating so the BBFC still most likely didn't re-classify the film. So IMO I would ignore the 15 certificate and just keep it as a 12.
