Does The Congo River supplies water to Egypt?

So far as I know, at present the Congo River system does not supply water to Egypt, but there is some talk about a project to divert some of the water to Egypt. Presumably, though not certainly, the diversion will be via the White Nile catchment area which may abut the Congo River catchment area in places. I have asked online about the project, but so far haven't found either the overall plan or any description of the organization of the project or study committees working on it.

With the possibility of more Nile water off-take upriver from Egypt, which is already critically short of water (as are the upriver areas which desperately need more food production in some cases and years), there is increased urgency about the Congo River scheme, and it would be interesting to see more details.

I can't tell if this project is some utterly pie-in-the sky scheme that can never in reality be implemented, or if it is feasible with adequate capital and planning, even if it may have some environmental downsides.
