To read an engineer's spirit level, place it on the surface you want to check for levelness. Observe the bubble inside the vial; it should be centered between the marked lines for the surface to be perfectly level. If the bubble is off-center, it indicates the surface is inclined in the direction the bubble is moving. Adjust the surface until the bubble is centered for accurate leveling.

You can use a standard HSS drill bit with the edge slightly dulled with a grinder so it does not 'break through' at the outside edge. -Drill slowly and hold the drill steady. I always put a piece of smooth scrap wood at the point where the drill bit is going to come out.
