This is just my opinion, but I have to say yes. My dad was on the internet looking at a video of a dog licking the screen, and my dog, Emma, she's s Golden Retriever, saw it. She ran over to it, and tried to greet it. I also saw this video on YouTube of a dog named Molly watching Air Buddies, and she was trying to greet them (it was cute). So my answer is yes. I totally 100% believe that dogs can see pictures.
A good way to check if your dog can see pictures is to put him in front of a television/computer screen that is low on the floor (or low enough to where it is eye level with the dog) and turn on at least a 1:00 video of a dog.
