I've seen many cracked cymbals that are left "unrepaired". It is my belief that trying to weld it together would destroy it as a percussion instrument.
You can however, stop the attenuation of the crack with a process called "stop drilling". Simply drill a hole at the end of the crack. The hole should be about 1/16" and place it at the very end of the visible crack. This will distribute the stress and probably keep the crack from getting any longer. If it is cracked from the outside edge to the center hole already, it is of no use as a cymbal.

Keeping time isn't easy, but they are ways to practice.
Metronome, always always always try to use a metronome when you practice, play a beat for several minutes at a set tempo, and practice that same beat at a different tempo, this will make you more versatile.
Playing with a band, often if you play with a band it won't even be your fault that the band is losing time, but you will oh so surely be blamed for it, so just make everyone aware that its everybody's job to keep time as well. However, use this as a learning experience, and notice the times in the songs that you play where you slow down, try to correct it.
Record yourself: This helps you see how you actually play and you will be able to pick out where you slow down and why.
