How long after you file a writ do the courts have to bring you to court?
You don't file a writ to be brought to court. You file a writ to have someone else brought to court.
As to how long the court has to execute a writ, the writ itself will say how long it is good for. In some places, a warrant never expires, you could be brought in 50 years after the warrant was issued.
However, if the state has a statute of limitations then that may apply. But if you're not in the state the statute of limitations does not apply.
So it could be anything up to forever.

Can you be extradited from Kentucky back to Tennessee?
yes, you certainly can. Most states will extradite for offenses but how far they will travel will often depend on the seriousness of the crime. For a traffic offense, it is doubtful that a state will travel over 50 miles or so to bring someone back, but for a serious felony, they may travel across the country. The length of time that the state has to pick a person up is usually defined as "a reasonable period of time." That all depends on how close the requesting state is. 15 days might be reasonable to expect Alabama to pick up a person being held in Georgia but 30 days might be allowed for California to pick up the same detainee.

What us states do not extradite to nc?
Extradition within the states is entirely discretionary. If there is a warrant out for your arrest in North Carolina, you would be immediately detained upon positive identification, anywhere in the country. Once you were in custody, local law enforcement would contact the court(s) by which, any outstanding warrants had been issued. Whether or not you would be extradited, would depend on the severity of the crime, the price of transporting you, and the attitude of the judge. The decision of whether to extradite or not, may take a while itself, during which time, you would be incarcerated without bail / bond.
Does any state have intrastate extradition from one county to another?
The term "extradition" applies only to situations where a person is in one state and wanted for a criminal offense in another state. Within the same state, people can be transported from one county to another to face charges with no court intervention. The only obstacle is that the jurisdiction that wants the prisoner has to be willing to fetch them from wherever they are. Some areas have private transportation services that move prisoners from one jail to another on a regular route and schedule.

Does Massachusetts extradite for misdemeanor bad check charges from 1986?
Did you flee the state or did you not get caught originally but were never convicted?
Most likely NO since the cost involved would be higher than the state would want to spend on extraditing.
The higher the value or the higher the number of bad checks would play into this and so if you have 20-30 bad checks or $1,500 or higher, then they may try but 24 years seems less likely.
However, NEVER step foot in Massachusetts or they may snag you on old warrants.
Will Florida hold a subject for another state on a misdemeanor charge?
In this day and age of budget crunches, it may seem unlikely - BUT - where the law is concerned, never say "never!" All US states and territories honor each other's requests for extradition - there are no 'safe-haven' states - It is impossible to know with certainty whether a particular state will choose to extradite you for a particular offense, or not, there are simply too many variables. It may depend, in part, on the offense and the seriousness of it, and/or how badly they want you returned - most states WILL extradite for felony offenses and crimes of violence.
Not enough information is given. HOWEVER - if you were charged with a crime in ME and were found to be wanted by CA after you were charged with the ME offense, you can be held by ME until they handle THEIR charge against you. THEN, they might release you to CA. On the other hand, if ME has no charges against you - believe me - as soon as they receive the papers from CA they will ship you off. They don't want to spend their tax money feeding and housing you any longer than they have to.
