A damper restricts the air flow.
In a fireplace, the damper is closed to prevent air from going up the chimney, with a resulting loss of heat in the house, when the fire is not going. When a fire is to be started, the damper is opened to create a draft to vent the smoke.
In a wood or coal burning stove, the damper is variable and can be used to regulate the draft. The more widely open the damper is, the greater the draft, and the hotter to fire burns. This sort of damper cannot be closed all the way, because it is necessary to vent slow fires.
Sometimes, a stove will have multiple dampers for different purposes. For example, a wood cook stove will have typically a damper on the flue, to regulate the heat of the fire, and a separate damper so the cook can choose to vent the gasses from the fire directly into to chimney, which would be how a fire is started, or around the oven, so the oven can heat nicely once a good draft is established.
In other systems where air is moved, dampers can be used to stop the motion of the air. A fire damper is one such system, where the damper is used as a safety device to prevent a fire from spreading.

Can you burn cedar in the fireplace?
Yes! you can burn any wood, if you are burning for supplementary heat anyway. If wood is your only heat source, i would suggest oak, locust, or hickory. they are the best. easy to split and produce a lot of heat and last a while. cherry is a good one too. Bradford pear is decent wood. i rank it as about as good as maple or gum, which is fairly decent. definitely beats poplar. anyway don't burn pine, the creosote will clog your chimney. but heck yea burn the Bradford pear and get something out of it. they break so easily.

No. You need the grate in for air circulation around the burning wood.
Pressure-treated wood contains the carcinogen?
Older pressure treated lumber known as CCA was treated with 3 substances, Chrome, Copper, and Arsenic. Newer treated lumber intended for consumer contact is now treated with different chemicals, such as copper/boron. Lumber NOT intended for consumer contact, such as buried or submerged lumber may still be CCA treated.
PS- it is not a good idea to burn ANY treated lumber. If it kills bugs and fungi, it is likely not real good for you, either.

Some people will not devote the attention and energy that it requires- they just want to push the button on the thermostat.

creosote build up on inside wall of chimney burning ,cleen or have cleaned. if this starts burning, you could burn your house down due to a chimney fire, to keep creosote build up after cleaning chimney to a minimun, burn onley dry seasoned wood, pine must be burnt hot .it has alot of pitch

How do you make simple paper logs for fireplaces?
You want to gather whole sheets of paper because it is easiest but half sheets or so will work. You want a good thick pile pile of paper. About mine is about 1 cm thick or 0.5 inches.
After you have your paper you need to tightly roll the paper. The less paper the easier it is to roll.
Once you have it rolled wrap the twist tie around the roll.
There you have it, a paper log. Burn at your leisure without little scraps of burning paper coming out of your chimney.

Unfortunately, the best economy for wood burning depends on the stove, how it is designed, what it is used for, and even what you mean by the word economy. It is not a question that can be answered without knowing something about the circumstances.
Using forest falls may be economical, if you have plenty of time to look for good wood among them and don't mind valuing that time at a very low rate. They usually include wood that has started to rot or otherwise go bad. Such wood does not burn well and can introduce pests into your house.
Does a fire in a fireplace burn better when the outdoor air is calm or windy?
The fire in a fireplace burns well when it is drawing well, which means it is getting a steady flow of fresh air (& oxygen) to the fire and exhaust/smoke is flowing steadily away. An open fireplace in a building needs quite a large volume air to be supplied to it (either from a draughty or well ventilated room, or through a vent), and a large exhaust through the chimney.
The wind around the building can affect the drawing of the chimney by creating high and low pressure areas. If the chimney top is in a lower pressure area than the room with the fireplace, the air will draw steadily through the fireplace and chimney, because air in a high pressure zone will want to flow to a lower pressure zone. If the chimney top is in a higher pressure area than the room, the flow will tend into the room, bringing the smoke with it.
Wind direction and speed can affect this, as can the position of the chimney opening and the ventilation of the fireplace room. A well designed fireplace should draw well in all wind strengths and directions, but many do not.
