You need to enable both the mod shop option, plus the codes for ONE of the sets of items (balls, TMs/HMs, items, special, etc) that you want in your store. You can only have one set of items, you'll have to turn off and reenable to get another set. Then when standing anywhere, enter the keys (they'll be "noted" at the bottom of your code list in the Gameshark, or more probably xPloder) and the shop menu will appear.
