I think he was most concerned about debt owed to foreigners. If foreign bankers or states are owed money that is not paid back in time, they can exert pressure on the government, even military pressure. Or, they can buy the resources of the country and control them to their advantage.
Money owed to citizens of the country can also cause problems. There can be so much in interest that they is not enough left for essentials. Taxes can only be raised so high without harming the economy and putting the government in danger of revolution or else of bankruptcy.

George Washington had no children of his own but raised his wife's children. George Washington married Martha Danridge Custis, who was a wealthy widow with two young children. When Washington married Martha, he was 26 years old, and Martha's son, John "Jacky" was 4 years old, and her daughter Martha "Patsy" was just 2 years old.

Patsy had epilepsy, and died of an epileptic seizure, when she was just 17. Jacky died while in the military, serving as an aid to his stepfather. It is likely he died of typhus.

Washington believed that a man was to be in office for the common good and when he no longer met that need he needed to retire from office. He was an absolute genius from a very early age. He received and mastered the highest level of education in the world by the age of 20. He was born with a photographic memory, also. He wrote the Constitution and was apart of the 55 delegates.

Throughout his childhood, Madison was very sickly. He never got out of the house to meet anyone other that his professors, doctors and his parents. This resulted in James being a very awkward and anti-social being. This effected his ability to share he knowledge with a crowd, giving speeches and communicating with others.
