Why was there acellerated graphics and not accelerated sound?
so i ask because i realize in the old windows98/3.1 sound cards like sound blaster sound card memory wasn't a very noticeable aspect of the sound card
why didn't they just use a controlled power bus and a mixing program in the software on the computers memory then put a channel selector chip with high range and extra range for overlapping addresses so as to create extremely high quality surround sound cards?
why do you need a driver for it? why didn't/doesn't windows just use a universal sound driver and reduce the amount of "hops" before the receiving device and increase quality?

There are a number of ways to improve your FPS, firstly, check what hardware your computer has, if the graphics card, RAM, soundcard, etc are old then chances are they're probably outdated too, and will struggle to run most modern games. Sometimes however your soundcard may pose a different problem, if you can find an option to reduce the soundcard hardware acceleration then that might help solve the problem also. If neither of these work then you could try reinstalling the game, or going into the command console of the game and checking to see if there is a cap on the fps, if there is, edit the command to higher the cap and this should in turn boost your fps.
Can fall out 3 run 128 mb graphics?
Very unlikely. you might be able to squeeze it at 30 fps at low graphics with some tweaks. 128mb is not only too little but only integrated graphics cards have such low memory sizes. i highly recommend buying dedicated graphics. Integrated are part of the cpu and are not ideal for gaming. i recommend Nvidia GTX series, or Nvidia GeForce series if you are low on budget.
Which laptops can have video cards upgraded?
Laptop graphics cards, are incorporated onto the system board (motherboard) therefore you cannot upgrade the individual card. They are not like desktop pc's which allow you to swap cards, add internal drives etc, as and when its needed.

Just one 980ti. The 980ti is technically more powerful than the two 970's alone - and it's really all you need. SLI is difficult for many games and I'd not recommend going the dual route on most cases.

Depending on the make of your motherboard, and age of it. It could go in: ISA Slot (oldest) PCI Slot (old) AGP Slot (newer) PCIe (newest and recommended)
Now the AGP (Advanced Graphics Port [or something like that]) had a couple variations through its life-cycle "x2 x4 x8"
and the sub-families of PCIe:
