Why is the seek time longer for CD-ROMs than for hard drives?

1. Importance of medium.

By the 1980s, hard disks had a seek time of ~20ms and today that's just down to ~10ms (on a consumer disk). So for the simplicity of argument, the HD seek time has "just" improved double. Numbers for historical CD-ROM seek times have eluded me, but it hints towards being ~90ms in 2000.

So one idea is simply: CDs were initially just meant for sequential reading of CD-DA. And, later on, do not seem to be considered as important as hard drives, or we would have seen improvements in stepping technology here.

When we talk about formatting, this means the removal of all data on the disk as well as the operating system (OS). This is often done in order to reinstall a faulty OS or to install a now one.

Basic formatting of the drive deletes the file allocation table leaving the drive "empty" to be installed over (similar to a major delete, but without the recycle bin option); low level formatting of the drive (normally done through the motherboards ROM system) "wipes" all contents of the drive.

I suppose the notion of formatting the drive and slowing it down comes from the fact that the read/ write function performed by the disks heads may in some way damage the disk. This is simply not true.

They work according to different principals (as opposed to a magnetic drive), and continual reading and writing of data to the sectors does actually cause them to become "worn", the entire cluster is then no usable; the unusable clusters are stored in a portion of the memory so that the computer cannot access them and try to store data over the "bad cluster". The same applies to flash drives as they are a smaller version of a solid state drive.

Do all partitions on a computer have to be formatted with the same file system?

Not necessarily. If you only use Windows, it makes no sense to have different file file systems, as FAT32 is rather inefficient and Windows 2000/XP/Vista default to NTFS anyway. If you dual-boot with Linux, you should use different file systems, as Linux doesn't handle NTFS very well, Windows can't read Linux partitions (like ext3 or ReiserFS) at all without additional software, and FAT32 is unsuitable for both. If you use Linux by itself, you can use multiple file systems without any issue, although sticking to one may be easier for performance or maintenance reasons (ReiserFS is faster; ext2/3 has more widespread support in various recovery tools).

Even HDD that spins at over 7200 RPM can never match the speed of ram. Hard drives are the equivelent of looking for your answer in the library, while RAM is like "googling" the answer.

Ram is also rated by speed. Some ram is slower than others. This is a 256mb ATI RADEON x1800 is slower than an NVidia 64mb GeForce 4. The NVidia card is MUCH older, but faster, and for games that require less technology, and only 64 mb of ram, the NVidia will always outperform the newer larger card.

as far as i know there is no wayto format a drive without a osor boot disk. I've heard of a fewmachines that will boot usingthe serial port but i have no ideaif this is true I've never seen thisor researched it. good luck

you can also press F8 or F5 or what ever key to go to safe mode. then it should ask you if want to go into safe mode with MS-DOS. in there type command c:/ then format.
